Primarily Tax and Accounting Services to Business, Individuals, Estates and Trusts.

Litigation support experience in Business Damages, Real Estate, Matrimonial Disputes, Business Break-ups, and CPA Malpractice cases.

Structure and negotiation of sales of Small and Medium size businesses. Significant projects include:

1) The Panda Project – served as the external accountant from formation through Public Offering. Later served as partner-in-charge on significant SEC compliance work associated with same. Company created first modular computer.

2) RX Automation/Automated Health Technologies – served as CFO and Board member, taking company aspiring for public offering to public stage, through private placement capital raise, and ultimately a negotiated sale with existing public company Stericycle (SRCL). Company became a leader in the reverse distribution process for expired pharmaceuticals.

3) Calumite Company – serve as CFO, VP of finance, Board member, assisting company through Multi-generational ownership and transfer issues, structure and negotiation of sales of segments of Company business. Company manufactures and sells materials to the glass-making industry.

WORK EXPERIENCE

1960-1971 - Worked part-time as a young man in capacity of bookkeeping for small businesses in family owned Tax and Accounting firm, Rhine Bookkeeping, Inc. - the first accounting firm in Boca Raton, established 1957.

1971-1974 - Full-time Employment – Rhine Bookkeeping, Inc. After death of firm’s patriarch, ran the firm while performing bookkeeping and tax services for approximately 100 monthly and quarterly small business clients.

1975-1976 - Senior Accountant with Thomas Workman, Jr. CPA, Boca Raton, FL

1976-1990 - Partner in Workman, Rhine & Co. CPA’s, Chartered in Boca Raton. Responsible for significant small and medium size business clients, firm HR, recruiting and training of accounting and tax staff.

1990-1998 - Owner of Scott T. Rhine & Company, CPA’s, Chartered in Boca Raton. Continuation of practice in the tax, accounting and small and medium size business arena.

1998-2008 - Partner in Boca Raton CPA firm of Schmidt, Raines, Trieste, Dickenson, & Adams, which evolved into CBIZ Accounting, Tax and Advisory Services of South Florida – The first Public Company CPA firm. Continued to practice in the small and medium size business arena until May 2008.

2008-Current - Owner/Partner of Scott T. Rhine, CPA’s; now Hinkle, Richter & Rhine CPA’s in Delray Beach, FL - a continuation of tax and accounting practice to small and medium sized businesses, individuals, trusts and estates

OTHER NOTABLE ACHIEVEMENTS AND ACTIVITIES

Florida Jaycees - significant involvement in leadership including President of local chapter and regional district. Treasurer of Florida Jaycees wherein developed a plan to resolve large scale delinquency filings by chapters nationwide in conjunction with IRS, in the not-for-profit and charitable areas.

Significant involvement in the Florida Institute of CPA’s (FICPA) up to and including serving as local Chapter and State President. Served on many statewide and National (AICPA) committees and as lobbyist for FICPA.

Served as board member, chair and in various leadership capacities for numerous Non-profit, Charitable and Government organizations including:

United Way, FICPA Educational Foundation, Boca Raton Chamber of Commerce, Advent Lutheran School Board, Delray Dunes Golf Club, Palm Beach County Budget Oversight Board, PBC Sports Commission, PBC Parks and Recreation Golf Committee, PBC Impact Fee Appeals Board, PBC Educational Facilities Authority.

Was first person ever awarded FAU Outstanding Accounting Alumni Award, and was also inducted into FAU’s Hall of Fame

EDUCATION

Florida Atlantic University (FAU) - Bachelors of Business Administration with concentration in Accounting. Graduated with honors, March 1975, completing 4 year curriculum in 3 years, entirely in Junior/Senior course levels.

Passed Uniform CPA exam on first sitting, May 1975. Florida CPA since 1976 after satisfying experience requirements. Florida license #5705.
